Generally speaking and particularly with "descriptive" adjectives, the order is noun + adjective as opposed to the English order adjective + noun. However as you advance in your Spanish learning, this general rule gets more flexible and you'll see that we can place adjectives in front of the noun too, mainly for emphasis.
In this specific case, "mejor" is another type of adjective, it reflects an opinion, it's more subjective, and its position is normally before the noun. Other adjectives of this type are for example "buen, mal, peor":
Mi mejor amiga se llama Sonia.
My best friend is called Sonia.
Que tengas un buen día.
Have a good day.
Fue el peor día de mi vida.
It was the worst day of my life.
Another type of adjective that also goes before the noun is the quantitative adjective:
Tengo poco dinero.
I have very little money.
Hay dos gatos allí.
There are two cats over there.
Tienes muchos amigos.
You have lots of friends.

In Spanish, the adjective usually comes after the noun so it would be "su amigo mejor"
However, when the adjective come before the noun, it's usually done for emphasis. So "su mejor amigo" would mean like his super best friend. In the quizzes, the clues will tell you if the statement is meant for emphasis. In some cases, putting the adjective before the noun changes the meaning of the phrase like "computadora nueva" = new computer but "nueva computadora" = replacement computer.
