I don't understand the difference between hace and hay when talking about the weather. Can anyone explain the difference to me?

There is a long thread in that same lesson. You will probably find your answer there. Is there anything specific that you don't understand? These expressions are idiomatic, not literal, and we use different verbs depending on the actual sentence. There is a bit of memorising to do with this, as I said in the thread.
