Yes, exactly that.
If you have a look here in wordreference (additional translation) you can see it used with haber, which is the most common verb with "a patadas".
In this dictation it's used with the verb "sobrar" which already has that implicit meaning, so it's even more emphatic.
I suddenly thought of this other phrase that you may be aware of, but just in case here it is: "de sobra". When you want to say that there's more than enough of something you normally use "haber de sobra". In the dictation we could have also said:
".... guionistas, hay de sobra"
with exactly the same meaning as before.

Sobrar is such a useful verb! I've noticed you refer to this dictionary before. I had a look and it's really good, so I'll be using a lot from now on.
