That is a possibility as it is logical that if we are talking about "hora" (we do not use the word "tiempo" in this context), and hora is a feminine word. It is as if we were omitting the word "hora" when we say:
-¿A qué hora vas a llegar?
-A las 9 [horas].

Hi, Penny (c: On my computer I can make the accent marks over a letter by pressing the "option" key together with the "e" key, then let both keys go and press the key which you want to accent. And if you want a capital letter accented, do the same thing, but capitalize the letter after pressing the "option" together with the "e". And for ñ you press option with "n", then press "n". And for ü you press option with "u", then press "u" alone.
