I am not sure what your question is but I imagine you are wondering whether we use ser or estar in this sentence:

My husband is from Costa Rica

For this we use "ser de" (to be from):

Mi marido es de Costa Rica.

If you want to say for example My husband is in Costa Rica." then we use "estar en...":

Mi marido está en Costa Rica.
