No + verb + más que

In all the examples, “no” comes before the verb, but it’s not explained in the lesson. Is it always required?

yes, the "no" always comes before the verb. You cannot place it anywhere else. 

Tienes no más que decirlo. (incorrect)

No tienes más que decirlo. (correct)

You just/only have to say it.
