Does no debe stand for must not or don't have to ?

Hi Alexander

Generally  "no debe" means "he/she/you formal must not". For "don't have to" we would use "No tener que". For example: 

"No debe comer durante una hora." = You must not eat for an hour.

"No tiene que solicitar el empleo. Ya es suyo." = You don't have to apply for the job. It is yours already.
