‘The local police has captured the murderer.’
I’d say this should be ‘have captured’ in English, ‘has’ sounds unnatural to me

Hola Ben
The use of the verb in singular or plural with collective nouns like police, family, etc depends on how the collective noun is seen by the speaker and also on whether your are British or American. We mention this in our lesson on collective nouns and also have this information in our site as this same question has come up more than once. Have a look here. I hope it helps.
Un saludo
Inma
