Hola Steve
We use hay followed by nouns and está followed by adjectives (nouns and adjectives in Spanish, not in English), therefore we have:
hay niebla (there is fog, but you don't say that in English, you say It is foggy)
está soleado (it is sunny)
hay + noun (e.g niebla, tormenta...)
está + adjective (e.g. soleado, despejado...)
Some of this idiomatic expressions need a bit of memorising.
