Would "encantarón" be more appropriate here, since it is the (plural) baleadas that are being so much enjoyed (that are "enchanting")? Or is it implied that it is the act of making the baleadas (hice unas baleadas) that is enchanting, and therefore the singular, encantó is better here?

Your assumption is right, generally there should be agreement with the subject so, as you said, you expect to see "les encantaron [las baleadas], but here it is as if we said "les encantó "comer las baleadas", "el sabor de las baleadas", "la experiencia" ...] -this is why it's not agreeing with the plural.
