Usually with expressions of uncertainty, such as "tal vez" or "quizas", we use the subjunctive. Do the expressions "a lo mejor" and "lo mismo" indicate more certainty, since they don't trigger the subjunctive?
Do these expressions indicate thah we have less doubt?

Not really. I would say they are at the same level of certainty/uncertainty as tal vez and quizás. There is no obvious reason why they don't take the subjunctive.
