Different way of saying
This question relates to:Spanish lesson "Forming Spanish exclamatory sentences with qué [noun] or qué [adjective]"

Hola Ashlyn
Yes, they are both correct and pretty much saying the same, only that in one sentence you use the verb so there is that bit of extra information about the car "going/driving" slowly. It's just a different structure but they are both emphasising something. Other contrasting sentences could be for example:
¡Qué niña tan expresiva!
¡Qué bien se expresa esta niña!
¡Qué colores tiene este cuadro!
¡Qué cuadro tan colorido!
