Would it also be correct to say...."quién va a hacer el primer movimiento?"?

using literally ¿quién va a hacer el primer movimiento?, exactly as the English is saying would sound very unnatural. We don't use it for this specific meaning, we use "dar el primer paso" instead.

I think "moviemiento" refers to physical motion. In love affairs, the Russian language, as well as English, uses the word "pass".
