Mi vecina es ________.My neighbour is Lebanese.(HINT: libanés = masculine form of adjective Lebanese)
and why are you talking about adjective.      
Soy mexicana.      means a human and I thing should be a noun.        In dictionary it has as noun and when noun el or la is in front.       So how am i suppose to know neighbor is female?libanéslibaneselibanadalibanesa

You know that it is feminine because of the ending of the noun: vecina

Neighbour in Spanish is vecino (masculine) and vecina (feminine) - it's a regular noun with masculine ending -o and feminine ending -a.
