Using "Hay" & "Está" to talk about the weather

Foggy and sunny are both adjectives so why does one use hay and one use está?

Hola Goya,

sunny and foggy are both adjectives in English but the word "niebla" is a noun in Spanish and the word "soleado" is an adjective in Spanish. This is why we use "hay" for the first (as if we were saying "there is fog") and we use "está" for the second "está soleado."
