Use present perfect tense for questions?

Just wondering if we can use the preterite tense for questions or if the present perfect tense is the only option.  There are two examples of questions, both using the present perfect tense:  ¿Tú has montado en globo?   ¿Has jugado al golf alguna vez?

In Peninsular Spanish the usual tense for this questions that talk about general experiences is the present perfect tense, as the lesson explains. However in Latin America it is more common to use the preterite, so they most likely say: ¿Alguna vez jugaste al golf? instead of ¿Alguna vez has jugado al golf?
